Dr. Janine Davidson,
President of Metropolitan State University-Denver (MSU-Denver), presented
on MSU-Denver's FY 2021-22 IT capital budget requests. MSU-Denver's
first budget request is requesting $1.25 million in capital construction
funds (CCF) and $.25 of cash funds (CF) to modernize MSU-Denver's network
infratructure and address deffered maintainace on current IT infrastructure.
MSU-Denver's second budget request is requesting $1.3 million in
CCF and $.2 in CF to replace the university's enterprise resource planning
and student information system.
Kevin Taylor, Chief Information Officer at MSU-Devner, continued the presentation
with details of this budget request.
Nalinda Kajunju and Erica Osborn, both students at MSU-Denver, came to
the table to discuss their time at the university.

Mr. Taylor responded to questions from the committee about the future of
online school instruction, in-person instruction versus online instruction,
the source of cash funds for both projects., the minimum funding amount
needed for both projects, the manual processes in the current MSU-Denver's
HR system, and project risks.

Scott Bookman, the
Division Director of the Disease Control and Environmental Epidemiology
Division at the Colorado Department of Public Health and Environment (CDPHE),
and Anita Watkins, Public Health Informatic at CDPHE, presented on CDPHE's
FY2021-22 IT capital budget request.
CDPHE is requesting $10 million in CCF to replace the Colorado Electronic
Disease Reporting System with a new system to improve automated disease
reporting processes and disease data management.

Crabtree, COVID-19 Deputy for Technology Enablement at CDPHE, responded
to questions from the committee about the use of federal money for this
project, the use of agile methodology, the amount of funding being requested,
planned project phases, the planned purchase of off-the-shelf software,
and the current system's technical debt and costs.

Information Officer at the University of Northern Colorado (UNC), presented
on UNC's FY 2021-22 IT capital budget request. UNC is requesting
$1.2 million in CCF and $.01 in CF to implement a new core network architecture.

of devices on campus, a cost-benefit analysis for the project, the use
of internet in common areas, and traditional ethernet connections on campus.

Daniel Chase, legislative liaison for the Colorado Department of Labor
and Employment (CDLE), introduced CDLE's FY2021-22 IT capital budget request.
CDLE is requesting $9.4 million dollars in CF to modernize the Colorado
Automated Tax System (CATS) employer services component of the Unemployment
Insurance (UI) legacy system.
Kierston Howard, Division of Unemployment Insurance, and Matthew Bidwell,
Governor's Office of IT Director for CDLE, continued the presentation with
a history of the Colorado UI system and the budget request.

committee about: unemployment payout through My UI+, fraudulent claims,
a cost benefit analysis for the project, how much money is in CDLE cash
fund, unemployment insurance checks, direct deposits to accounts, the call
center, costs of maintaing the system. system flexibility, federal funding
opportunities, project phases, call center phone calls, and lessons learned
from past projects.
