Representative Singer called the meeting
to order and went over the meeting agenda (Attachment A).

Lee Wheeler-Berliner, representing the
Colorado Workforce Developmental Council (CWDC) within the Colorado Department
of Labor and Employment (CDLE), presented on the CDLE FY 2020-21 Operating
Budget Request for My Colorado Journey and provided a handout (Attachment
B).

CDLE is requesting $750,000 General Fund
to support the futher development, maintenance, and success of the My Colorado
Journey Website.

Mr. Wheeler-Berliner responded to questions
from the committee about the status of the website if no funding is appropriated,
the status of the return on investment (ROI) report, and the marketing
campaign.



Michael Vente, Department of Higher Education, came to the table to answer
committee questions about website usage.

Matt Gee, CEO of BrightHive, came to
the table and answered committee questions about data privacy, the sustainability
of the website, and personally identifiable information (PII).  

Inta Morris, Interim Director at the
Department of Higher Education, came to the table and answered committee
questions about data sharing.  

Allison Philips, CEO of PARIN, came to
the table and answered committee questions about the branding of "My
Colorado Journey".

CDPHE Presentation: FY 2020-21 IT Capital Budget Request - Committee Discussion Only

Joy Moore, Deputy Chief Financial Officer
of the Department of Public Health and Environment (CDPHE), and Emily Travanty,
Scientific Director Colorado State Public Health Laboratory, presented
on CDPHE's FY 2020-21 budget request: Newborn Screening Laboratory Information
Management System.

CDPHE is requesting $1,575,000 in cash
funds spending authority to replace and upgrade the laboratory information
management system that supports the Colorado Newborn Screening program.




Ms. Travanty responded to questions from the committee about the program,
the conditions tested for in the laboratory information management system,
and data privacy.



Luisa Altmann, Legislative Council Staff, came to the table and answered
committee questions.

Chris Wells, branch chief for the Center for Health and Environmental Data
within CDPHE, came to the table and answered committee questions about
department data sharing.

The committee agreed to assign Senators
Tate and Todd as co-prime sponsors in the Senate and Representatives Baisley
and Titone as co-prime sponsors in the House.  The remainder of committee
will be listed as co-sponsors.  The committee agreed to start the
bill in the Senate.
