HRWorks Update - Committee Discussion Only

Tobin Follenweider, Deputy Executive Director
of the Department of Personnel and Administration (DPA), provided an update
on HRWorks to the committee.

Mr. Follenweider presented on the progress
of HRWorks, which included new employees hired at DPA, the new three-month
project plan, and how DPA will use agile methodology moving forward.

Mr. Follenweider answered questions from
the committee about standardizing the state's work week, the state agencies
use of the current HR system, how the Colorado Digital Services program
will be engaged, and data security.

from the committee about the committee requesting to see the HRWorks project
plan, change management plan, and project budget, and what vendors are
associated with this project.  



Update on Senate Bill 19-006 - Committee Discussion Only

Dr. Theresa Szczurek, Executive Director
of the Governor's Office of Information Technology (OIT), provided an introduction
to Senate Bill 19-006, Sales Tax and Use Tax Simplification System.

Director Szczurek was joined at the table
by:

- Scott McKimmy, Senior Director at the
Department of Revenue (DOR);

- Debbie Thibault, IT Director for DOR
at OIT; and

- Jon Gottsegen, Cheif Data Officer at
OIT.

Ms. Thibault provided an overview of the
agenda, the goals of the new software system required by the bill, and
the department collaboration for this project.

Mr. Gottsegen responded to questions
from the committee about GIS data collection, integrating data with local
districts, election data, and data sharing challenges.  

Ms. Thibault continuted the presentation
by giving a timeline of the project.

Mr. McKimmy responded to questions from
the committee about the minimum viable product desired for this project,
the project schedule, and system training.

Ms. Thibault continued the presentation
by explaining the budget of this project.

Mr. Gottsegen and Director Szczurek responded
to questions from the committee about GIS state data.  

Mr. McKimmy responded to questions from
the committee about coordinating with other states on similar projects
and vendor solicitation.

Director Szczurek introduced some of the
current work of OIT including a status on House Bill 17-1361, Senate Bill
19-251, and the OIT playbook.

William Chumley, Chief Customer Officer
at OIT, provided a summary of the implementation of recommendations that
resulted from the BerryDunn studies conducted as required by House Bill
17-1361 and HB 18-1421.



Mr. Chumley also provided an update related to the status of SB 19-251.

Director Szczurek continued the presentation
with an overview of the FY 2019-20 OIT playbook.

Director Szczurek explained an OIT case
study and distributed a copy of the results to the committee (Attachment
E).  

Dr. Szczurek and Mr. Chumley responded
to questions from the committee about broadband economies of scale, cost-savings,
and how OIT has found success in its change management process.

Valerie Cherry and Shaun Barry, representing
SAS, presented on their perspective of Senate Bill 19-248, State Tax System
Working Group, to the committee.

from the committee about the market for tax software, data analytic software
vendors, and the costs associated.
