The committee came
to order. A quorum was present. Alice Cosgrove, Director of
Legislative Affairs, Department of Natural Resources, and Tyler Sewald,
Park Manager, Jackson Lake State Park, Colorado Parks and Wildlife (CPW),
presented a proposal to acquire a concession at the park. Committee
members received a written description of the project, assembled by Legislative
Council Staff (Attachment A). Discussion ensued regarding whether
the concession will continue to operate under CPW ownership and the disposition
of the parking lot under the transaction. Mr. Tyler responded to
questions regarding the purchase price of the property, the property's
appraised value, and the park's season.

competing with private enterprise in the concession business. Ms.

Megan Waples, Office
of Legislative Legal Services, and Cheri Gerou, State Architect, presented
proposed committee legislation concerning the Office of the State Architect's
authority to execute leases on behalf of the state for privately owned
property. Committee members received copies of the proposed legislation,
prepared by the Office of Legislative Legal Services (Attachment B). Discussion
ensued regarding the need for the legislation. Ms. Gerou responded
to questions regarding how the Office of the State Architect has been operating
with respect to state leasing since the passage of House Bill 14-1387.

prioritization and scheduling future meetings if needed. The committee
discussed the potential for creating tiers of recommendation for FY 2021-22
state-funded capital projects. Discussion ensued regarding the projects
recently approved as supplemental requests and the overall state budget.
