The committee was called to order. A quorum was present. Ms. Kori Donaldson, Legislative Council Staff, briefed the committee on controlled maintenance. Committee members received a packet of slides providing the basis for the presentation (Attachment A). Ms. Donaldson explained what constitutes controlled maintenance, and what facilities are eligible for controlled maintenance. Ms. Donaldson responded to questions regarding cash-funded higher education academic buildings' eligibility for controlled maintenance funding.

Ms. Donaldson continued to brief the committee on controlled maintenance, discussing the process by which controlled maintenance projects are prioritized by agencies and the Office of the State Architect (OSA), and the three levels of controlled maintenance need. Discussion ensued regarding funding for controlled maintenance in recent years, including an infusion of funding through Senate Bill 17-267. Ms. Donaldson discussed the FY 2019-20 controlled maintenance request forwarded by OSA, referring to the FY 2019-20 capital budget submission list (Attachment B).

Ms. Donaldson discussed the Emergency Fund for Controlled Maintenance, and explained what constitutes capital renewal. She also discussed ongoing capital need. Mr. Bo Pogue, Legislative Council Staff, provided additional input on controlled maintenance. Discussion ensued regarding how master planning and controlled maintenance interact. Ms. Donaldson discussed the forthcoming waiver request from Community College of Aurora.

Dr. Betsy Oudenhoven, President, and Mr. Skip Noe, Vice President and Chief Financial Officer, Community College of Aurora, presented a request to waive the 15-year waiting period to receive controlled maintenance for certain of its buildings. Committee members received a letter forming the basis of the request (Attachment C). Dr. Oudenhoven explained why the waiver is necessary.

Prioritization of FY2019-20 Capital Construction Budget Requests - Committee Discussion Only

Representative Roberts initiated a discussion regarding prioritizing the projects contained in the FY 2019-20 capital construction submission. Ms. Donaldson explained the difference between the cash-funded submission and the state-funded submission. Relying on Attachment B, Ms. Donaldson explained how the committee could approach its prioritization task, including how to categorize certificates of participation projects. Ms. Donaldson responded to questions regarding the potential for the committee to meet with the Joint Budget Committee on funding for capital construction, and the recent capital construction funding history. Discussion ensued regarding how the prioritization process will be conducted in future meetings.
