07:35 AM -- Discussion on Vacant Buildings

The committee was called to order. A quorum was present. Matt Becker, Legislative Council Staff, presented a report about state-owned vacant buildings. Committee members received a memo summarizing the status of vacant buildings owned by the state of Colorado, prepared by Legislative Council Staff (Attachment A). There are 133 state-owned vacant buildings managed by four state departments and four institutions of higher education. Mr. Becker provided details about the vacant buildings at each of these eight agencies. Mr. Becker addressed questions from the committee about the ongoing maintenance costs associated with the vacant buildings, buildings that can be reused, and whether a list of vacant land exists. He also addressed a question about the market value amount listed in Attachment A. Kori Donaldson, Legislative Council Staff, responded to questions about the process of identifying costs and involving stakeholders in developing a plan to demolish vacant buildings.
