07:31 AM -- Potential Legislation



Esther van Mourik, Office of Legislative Legal Services, discussed a draft of potential committee legislation related to the Colorado Department of Agriculture's authority to acquire and dispose of real property. Committee members received a copy of the draft (Attachment A). Ms. van Mourik discussed how the bill grants the Commissioner of the department the authority to acquire and dispose of real property. She also discussed changes the bill makes to the Agriculture Management Fund. Ms. van Mourik and Commissioner Don Brown responded to a committee question regarding the department's intent to utilize the services of the Department of Personnel and Administration for future real estate transactions. Committee discussion ensued on the technical requirements of the bill and the committee's role in making recommendations for real estate transactions.

Commissioner Brown and Ms. van Mourik discussed different scenarios under which the committee could either approve or recommend real property transactions. Committee discussion continued.

Kori Donaldson, Legislative Council Staff, explained the committee's typical role in making recommendations on real property transactions for most state agencies.

Committee discussion continued on whether the bill should specify that the committee's authority be in the form of an approval or a recommendation, as well as the timing for the department to submit transaction proposals to the committee. The bill will be introduced in the Senate with Senator Baumgardner and Representative Vigil as prime sponsors. All other committee members and Representative Esgar will be cosponsors.



8:19 AM -- Interim Meeting Dates



Matt Becker, Legislative Council Staff, discussed the committee's interim meeting dates. The committee will meet on June 6 and will tour the northwest part of the state on June 6 through 8. The other interim meeting dates will be determined at a later date.



8:27 PM -- Other Business



Mr. Becker distributed two informational items to the committee: an update on annual operating costs for certain vacant buildings (Attachment B) and a letter from the Department of Human Services regarding a land reversion transaction (Attachment C). Mr. Becker responded to committee questions regarding the operating costs handout.
