The committee was called to order. A quorum was present. Senator Garcia presented Senate Bill 16-109. Committee members received a copy of the bill and the associated fiscal note (Attachments A and B). Senator Garcia discussed recent plans by the Colorado State Patrol (CSP) and the Colorado Department of Transportation (CDOT) for their facilities in Pueblo. Committee discussion ensued on the necessity of the bill. Kori Donaldson, Legislative Council Staff, came to the table to discuss the fiscal note. Committee discussion ensued on the required appropriation listed on the fiscal note and the required reporting deadlines.

Ms. Donaldson discussed two approval requests to use the Higher Education Revenue Bond Intercept Program for the University of Northern Colorado's Campus Commons project and Metropolitan State University of Denver's Aerospace Engineering Sciences Building project. Ms. Donaldson provided additional history on the intercept program and how the two projects meet the statutory requirements of the program.
