The committee was called to order. All members were present. The committee entered a discussion about how to prioritize the FY 2016-17 state-funded capital construction requests. Committee members received a proposed priority list of FY 2016-17 state-funded capital construction projects entitled "Baumgardner-Vigil List" (Attachment A) and the FY 2016-17 cash-funded capital project list (Attachment B). Ms. Kori Donaldson, Legislative Council Staff, responded to questions concerning projected revenue available to fund state-funded capital projects, and the specific sources of revenue for capital. Discussion ensued regarding the target budget for capital projects, and various potential priority orders for the projects.

The committee continued to discuss the priority order for FY 2016-17 state-funded capital construction projects, and the need to better address controlled maintenance needs going forward. Committee members received a capital construction priority list entitled "Suggested CDC Priority Order" (Attachment C). The committee compared the cost totals of various priority orders. Mr. Kevyn Brown, Colorado School for the Deaf and the Blind, briefed the committee on the status of the Jones and Palmer Halls Renovation continuation project. Discussion followed regarding the level of urgency for funding certain projects under consideration.

Discussion ensued regarding the need to fund FY 2016-17 capital construction projects with a continuation status. Discussion returned to the criticality of funding controlled maintenance. Ms. Donaldson responded to questions regarding a recommendation disparity for funding the Colorado Mesa University Health Sciences, Phase I, Nurse Practitioner continuation project. The committee returned to considering various capital construction project priority orders. Mr. Matt Becker, Legislative Council Staff, informed the committee about the cost of various priority orders.

Discussion ensued regarding the criticality of funding the Replace/Restore Roof, State Capitol Building project. Ms. Donaldson provided input on the project. Discussion followed regarding the merits of approving various capital construction priority orders.
