01:34 PM -- Sand Creek Massacre Memorial Site



Damion Pechota, Legislative Council Staff, provided an overview of the Sand Creek Massacre Memorial. A final site for the Memorial has not yet been determined. Senate Joint Resolution 17-016 allowed the Memorial to be placed in Lincoln Park or the Capitol grounds. Mr. Pechota provided an overview of potential locations in Lincoln Park and the Capitol grounds for the Memorial.



The committee members discussed the potential locations, including the east side of Lincoln Park, inside the parking circle near the Capitol building, and areas on the east side of the Capitol. The committee members also discussed the reasons for excluding other areas on the Capitol grounds, including inaccessability, slopes, and maintaining the historic integrity of the Capitol grounds.



Ms. Continguglia expressed concern for the potential sites inside the parking circle near the Capitol building.



Mr. Turner provided background information regarding Senate Joint Resolution 17-016.

Mr. Ernest House, Executive Secretary of the Colorado Commission of Indian Affairs in the Lieutenant Governor's Office, spoke about the next steps for determining the final location of the memorial. He answered questions from the committee members regarding the potential sites.



Mr. Turner suggested that the committee approve the proposed sites. The committee members decided to exclude the area in the parking circle from consideration due to the limited size and inaccessibility of the grounds.

The committee members continued to discuss their concerns regarding the final location of the Sand Creek Massacre Memorial. The members agreed that the west side of the Capitol to Lincoln street and inside the parking circle will not be considered by the committee. All areas in Lincoln Park and on the east side of the Capitol grounds will be considered.



01:53 PM -- Lighting for the Veterans' Monument



Tim Drago, Colorado Veterans' Monument Preservation Trust Fund, discussed the history of the Colorado Veterans' Monument. He spoke on the lighting of the Colorado Veterans' Monument. In addition, he spoke on the financial history of the Colorado Veterans' Monument Preservation Trust Fund and the potential costs for restoring the pinnacle light.



The committee discussed the costs of the proposed restoration of the monument light.

02:11 PM -- Report from the Cafeteria Cafe Work Group



Representative Lontine spoke about the current work of the Capitol Cafeteria Work Group. A handout was distributed to the members (Attachment A). She discussed an action plan for the cafeteria and current work to date. Representative Lontine discussed the current issues of the Capitol cafe and the operators of the facility. She also said that some design work is necessary.

The committee discussed the costs for redesigning the cafe.



The results of a cafeteria survey were distributed to the committee members (Attachment B). The committee discussed the survey results and the contracting options of site operators.

02:21 PM -- Relocation of Visitor Services Desk



Damion Pechota, Legislative Council Staff, discussed the current project to renovate the Visitor Services desk on the first floor of the Capitol. He requested that the desk be moved across the hall from its current location. The proposed location is on the first floor to the west of its current location. The committee members discussed the proposed location.

02:26 PM -- Capitol Projects



Mr. Lance Shepherd, Department of Personnel and Administration, discussed construction projects at the Capitol, including: the exterior cleaning of the Capitol, the House Committee Room restoration, the new lights in the grand staircase, restoration of the Old Supreme Court Chamber, and repainting the interior of the Capitol.



Mr. Shepherd answered questions from the committee.





02:35 PM -- Staff Updates



Ms. Marilyn Eddins, Chief Clerk of the House of Representatives, presented sculptures that were donated to the Capitol building. The sculptures depict early settlers in Colorado, including pioneers, Native Americans, ranchers, and miners. Ms. Eddins requested that the sculptures be displayed in a case on the second floor near the House Majority Offices.
