Cary Kennedy, Senior Advisor for Fiscal Policy for Governor Polis, discussed priorities of the Governor's office related to the simplification of the state's sales and use taxes.

	10:10:33 AM	Esther Van Mourik, Office of Legislative Legal Services, discussed legislation related to sales and use taxes that was passed during the 2019 session, including: Senate Bill 19-006 (https://leg.colorado.gov/bills/sb19-006); House Bill 19-1240 (https://leg.colorado.gov/bills/hb19-1240); and House Bill 19-1245 (https://leg.colorado.gov/bills/hb19-1245). Ms. Van Mourik responded to questions from task force members.
	10:27:05 AM	Governor Polis called in to the task force to make comments related to the work of the task force.
	10:29:19 AM	Ms. Van Mourik continued with her discussion of House Bill 19-1240. Task force members continued with a discussion related to the changes made under the bill.
	10:47:52 AM	Ms. Van Mourik continued with a discussion of House Bill 19-1245. The task force also discussed the relation between House Bill 19-1245 and House Bill 19-1168. Meredith Moon, Legislative Council Staff, responded to questions from task force members related to the impact of the vendor fee change made by House Bill 19-1245.

Tony Gagliardi, Simplify Colorado Sales & Use Tax Coalition, presented to the task force. A copy of his presentation can be found in Attachment A. Mr. Gagliardi discussed the coalition's goals to extend the task force, continue the adoption of standardized definitions, and the creation of a central database. Mr. Gagliardi responded to questions from the task force.

Lu Cordova, the Executive Director of the Colorado Department of Revenue, and Theresa Szczurek, Executive Director of the Governor's Office of Information Technology (OIT), discussed the implementation of Senate Bill 19-006. Director Szczurek introduced team members from OIT and the Department of Revenue who will be working on the project.

Amber Egbert, Department of Revenue, provided an overview of the work to develop the project scope.

Nancy Dierker, Director of Procurement, and Terri Fortenberry, IT Director for DOR, OIT, continued the presentation.

Josh Pens, Director of Tax Policy Analysis, and Mark Nguyen,
Customer Contact Manager, Department of Revenue, discussed the department's
implementation of House Bill 19-1240 and other changes the department has
made to the sales and use tax system. A copy of the presentation can be
found in Attachment B.

They also provided task force members with a copy of the
Colorado Sales Tax Guide (https://www.colorado.gov/pacific/sites/default/files/Colorado%20Sales%20Tax%20Guide.pdf).
