FPPA Update - Committee Discussion Only

Dan Slack, Executive Director for the Fire and Police Pension Association (FPPA), distributed copies of his presentation to committee members [Attachment A].  He provided an overview of the FPPA benefit plans, including benefit adjustments in the defined benefit plan, death and disability plans, and the statewide hybrid plan.

Mr. Slack answered questions regarding the increase in the number of disabilities for individuals covered under FPPA, specifically orthopedic injuries.  He also answered questions regarding the increase of wildfires and the impact on the firefighter communities.

Mr. Slack answered questions regarding the population increase in Colorado and the impact on the firefighting force.  He also answered questions regarding the decrease in membership in the death and disability plan.

Mr. Slack answered questions regarding the creation of an FPPA task force to provide recommendations on pensions and contribution plans.  He also answered questions regarding the investment returns.  Mr. Slack discussed the coverage of mental health.

Kevin Lindahl, General Counsel for the FPPA, discussed the changing demographics of the FPPA membership.  He also discussed the history of the FPPA and the changes to the benefits and contributions.

Ron Baker, Interim Executive Director of the Public Employees' Retirement Association (PERA), distributed a copy of his presentation to committee members [Attachment B].  He provide an overview of PERA.

Mr. Baker provided an overview of the governance structure of PERA.  Committee discussion ensued.

Amy McGarrity, Chief Investment Officer for PERA, provided an overview of investment asset allocations and investments for long-term goals.

Mr. Baker discussed the rate of return on PERA's investments.  He also spoke on the changes Senate Bill 18-200 made to PERA and distributed a handout describing the Impact of SB 18-200 on PERA [Attachment C].  Mr. Baker spoke on the goal for PERA to be fully funded within 30 years.

Mr. Baker continued to discuss the provisions and impacts of SB 18-200.  He addressed committee questions regarding investments in global equities.

Ms. McGarrity answered questions from the committee regarding lower risk portfolios and private market investments.  She also discussed the rates of return by asset class.

Nicole Myers, Office of Legislative Legal Services, provided an overview of the bill draft process.  A memorandum from Legislative Council Staff regarding the committee's charge and schedule was distributed to the members [Attachment D].  No bill drafts were requested.
