representing the Colorado Behavioral Healthcare Council, testified about
the bill draft requests. Committee discussion followed.

process, including bill sponsors, technical changes, and petition or safety
clauses.
The committee
gave permission for technical changes to be made on the bill draft requests
as needed.
Anna Petrini,
Office of Legislative Legal Services, explained Bill Draft Request 1, deflection
supports justice-involved youth (Attachment A).

Senator Michaelson
Jenet offered to be the prime sponsor in the Senate, along with Representative
Amabile who is running for a Senate seat. Senator Cutter agreed to be a
co-sponsor in the Senate. Representatives English and Bradfield offered
to be co-prime sponsors in the House. The committee did not object to starting
the bill in the Senate with the petition clause.

recommendations (Attachment D). She answered questions from committee members
about the bill.
