	01:01:31 PM	Senator Michaelson Jenet, Chair, called the meeting to order and made opening remarks.


	01:01:59 PM	Dannette Smith, Commissioner of the Behavioral Health Administration (BHA), spoke about the agency's goals and mission. She discussed the vision and priorities of the BHA moving forward. 	01:08:41 PM	Erin Wester, Deputy Commissioner of of BHA, spoke about reforming and strengthening the behavioral health safety net system with new requirements and accountability. She spoke about available resources, including walk-in centers and the 988 phone line. She continued to explain the BHA Peformance Hub and available data.
	01:15:55 PM	Deputy Commissioner Wester next discussed crisis professional training and the administrative service organization road map. She also spoke about increased transparency and improved timelines, the children and youth implementation plan, and next steps.
	01:18:35 PM	The committee members asked questions about the BHA and its priorities.
	01:31:25 PM	Dialogue continued between the panel and members of the committee about coordination systems, grievance and complaint process, crisis professional training, and other related behavioral health topics.


	01:38:43 PM	Bill drafters from the Office of Legislative Legal Services briefed the committee about bill draft requests from the previous hearing. Shelby Ross, Office of Legislative Legal Services, updated commmittee members about the not guilty by reason of insanity bill draft request. She answered questions from the committee about the bill and associated timelines.
	01:54:11 PM	Ms. Ross proceeded to discuss the behavioral health crisis response bill draft request. Committee members asked questions about the bill and its status.
	02:14:30 PM	Conrad Imel, Office of Legislative Legal Services, discussed the bill draft request to create a grant program in the Behavioral Health Administration to provide complementary behavioral health services to persons in custody at jails.
	02:16:41 PM	Mr. Imel next updated the committee about the competency bill draft request. He clarified components of the bill and responded to questions from the committee.
	02:24:19 PM	Anna Petrini, Office of Legislative Legal Services, gave an overview of the bill draft request that makes changes to the Youth Offender System in the Department of Corrections. She answered questions from committee members. Jack Johnson, Task Force Chair, commented on how to get in contact and reach out to departments.
