Juliann Jenson, Legislative
Council Staff, gave a brief history of the Legislative Oversight Committee
for the Treatment of Persons with Behavioral Disorders in the Criminal
and Juvenile Justice Systems, including an overview of its scope and charge.
She also described the associated Task Force that makes recommendations
to the Legislative Oversight Committee.

of Legislative Legal Services, gave an overview of the bill request process
and deadline requirements. She also discussed bill sponsors and other logistics.
Committee members
asked questions about how interim committee bill sponsorship works if moving
from one chamber to the other.

Jack Johnson, Task Force Chair, gave an update on Task Force activities over the past year and detailed the subcommittee work. The subcommittees focused on crisis systems, competency, youth, and not guilty by reason of insanity (NGRI). Task Force legislative recommendations may be found in Attachment A.

Mr. Johnson first
spoke speak the Youth Subcommittee recommendation to add levels of
oversight and develop additional guidelines. He also spoke about amending
statutes related to juvenile competency. Committee members asked questions
about the recommendations.

Mr. Johnson next
recapped recommendations made by the Crisis Subcommittee, including a catalog
of current programs and best practices. The subcommittee also recommended
funding a facility to provide many of the needed services and digitizing
the mental health hold process. Kevin Bishop, Chair of Crisis System Subcommittee,
answered questions from members of the committee. Shelby Ross rejoined
the table to answer a question from the committee.

Mr. Johnson summarized
NGRI subcommittee recommendations. Among others, one suggested to
remove from statute outdated language and methods for evaluations, as well
as another to change videoing of examinations to require plain clothing
and not correctional facility clothing. Committee members asked questions
about the recommendations.

Dr. Erin Crites,
Task Force Co-Chair, gave an overview of the Systems Subcommittee recommendations
including incentivizing alternative and complementary treatments and creating
a grant program to help study these programs. Dr. Crites answered questions
from members of the committee.

Task Force as vacant.
The committee
appointed Sheriff Jaime Fitzsimmons to fill the Sheriff's Department vacancy.
