opening comments to the commission and reviewed the meeting agenda.

	10:17:00 AM	The commission began discussion with subgroup four's final standards on rights of persons experiencing incarceration. The subgroup presented the standards, and noted that additional standards on the topic would be forthcoming. 	10:20:10 AM	The commission discussed subgroup two's standards on discipline and how they may be impacted by the implementation of House Bill 21-1211, Regulation of Restrictive Housing in Jails. Discussion continued on different approaches to discipline such as incentives. Subgroup two discussed how the standards on discipline are related to those for restrictive housing, and suggested that a final vote on the discipline standards be coordinated with the standards on restrictive housing. 	10:29:34 AM	Discussion began on subgroup one's draft standards on Restrictive Housing. The commission discussed 23-hour lock down, protective housing, the restrictive housing definition from House Bill 21-1211, and creating the term "disciplinary housing" as compared to "restrictive housing".
	10:47:03 AM	Discussion continued on restrictive and disciplinary housing.
	11:43:00 AM	The commission continued to discuss restrictive and disciplinary housing.
	11:56:09 AM	The commission discussed how to proceed with the draft standards for housing and security.


	11:58:47 AM	Chair Baker discussed funding and creating a subgroup to address funding issues for jail standards. The commission made final comments and gave updates. Ms. Burger discussed the commission's upcoming schedule.
