District 25, discussed Colorado Youth Advisory Council (COYAC) Recommendation
#1.  All COYAC recommendations may be found in Attachment A and online

Recommendation #1
relates to creating collaborative proposals and modifying discipline regulation
laws. Recommendations include mandating a resolution proposal when disproportionate
disciplinary data is found and, for grades three through twelve, expand
factors for consideration before intervention.

Senate District 22, came to the table to discuss COYAC Recommendation #2.
Recommendation #2 may be found in Attachment A.

Recommendation #2 deals with increasing completion of financial aid applications. Suggested solutions include that Colorado should require completion of the FAFSA or CAFSA for high school graduation and the Colorado Department of Higher Education should provide financial aid toolkits in multiple languages at every school.

15, came to the table to discuss COYAC Recommendation #3.  The recommendation
may be found in Attachment A.

Recommendation #3
discusses increasing the number of license psychologists for youth.  Solutions
include offering financial relief for students studying psychology and
psychiatry and to create a grant program for schools to offer competitive
wages to school psychologist. Mr. Samson Kahle, former COYAC member, came
to the table to answer a committee question.

Senate District 24, discussed Recommendation #4.  Recommendation #4

Recommendation #4 deals with reforming intervention response to substance abuse in secondary schools. Three solutions proposed include performing an needs assessment to gauge the current state of intervention programs in Colorado secondary schools, implementing a screening program program in secondary schools, and increasing funding for Colorado Crisis Services.

This recommendation
discusses youth participation in educational standards.  Solutions
include creating designated seats for youth on review committees and encouraging
youth participation in updating educational standards.

9, came to the table to discuss COYAC Recommendation #6.

Recommendation 6 deals with eating disorders and weight-based discrimination. Solutions include that Colorado must review health class standards regarding eating, include weight-based teasing in state definitions of bullying, weight must become a factor protected from discrimination in Colorado, and Colorado must improve awareness and data around eating disorders.



COYAC Recommendation #7 - Committee Discussion Only

Skye O'Toole, representing Senate District 33, and Ms. Resnick, came to the table to discuss Recommendation #7. Recommendation #7 is found in Attachment A.

The recommendation discusses HIV education and prevention. Solutions include that Colorado should require HIV education during health class, CDPHE should create and fund a youth-led space intended to prevent HIV and raise awareness for PrEP and testing, modify state law regarding consent to provide confidentially in HIV testing for youth, and that Colorado must fund PrEP, PEP, and HIV testing at no cost to youth statewide.
