Council Staff, discussed the committee charge with the committee.  The
committee charge memorandum was distributed to the committee (Attachment
A).

Members of the Colorado
Youth Advisory Council (COYAC) introduced themselves.  



COYAC Recommendation 1 - Committee Discussion Only

Taleen Sample, Aimee
Resnick, and Bennett Lane introduced COYAC recommendation 1 to the committee.
 The recommendation involves better advertising of crisis services
in schools.  Legislative members of the committee asked questions
and offered comments to the COYAC members about their recommendation.

presented COYAC recommendation 2 to the committee.  The recommendation
involves educational waivers for foster care youth.  Legislative members
of the committee asked questions of Ms. Christiansen.

COYAC recommendation 3 to the committee.  The recommendation includes
updating outdated language and including equity in COYAC statutes.  Legislative
members asked questions of Mr. Reddy.

Senator Moreno moved
that Minority Leader McKean serve as temporary chair and himself serve
as temporary vice-chair until a permanent chair and vice chair are appointed
by COYAC.  The motion passed without objection.

of Legislative Legal Services, discussed the interim committee bill drafting
process with the committee.

The committee discussed
tentatively setting the third meeting date for October 21.  Senator
Moreno concluded the meeting.
