Mark Champoux, on behalf of the Colorado Technology Association and its partners TechNet and the Colorado Chamber of Commerce, gave the following presentation to the committee:

The presentation included information on the following consolidated proposals to amend SB24-205 that were submitted to the task force:

The proposal and presentation included concerns over SB24-205, specifically the following aspects: algorithmic discrimination, defining "consequential decision" and "high risk AI system," redirecting consumer right to appeal, the opportunity to cure, disclosures to the Attorney General, and self-reporting requirements.
The organizations provided their proposal as a solution to their concerns for the task force to discuss.

The committee asked a number of questions regarding a number of topics including genetic information and algorithmic discrimination, the concept of "immunity," whistle blower protections, "substantial factor" definition, and the right to appeal.

The presentation included information on what the organizations approve of in the bill, the definition of "covered systems," New York City's AI Hiring Ordinance, improvements to be made to the bill, concerns of loopholes, small business exemptions, the right to appeal, the right to cure, and trade secret exemption.
