Representative Van Winkle introduced House Bill 17-1213. The bill assigns the responsibility of providing beneficiary designation forms to the Division of Motor Vehicles within the Department of Revenue (DOR), rather than DOR itself. The bill also clarifies that a personal representative of the estate of a deceased vehicle owner, a successor, or a person acting on behalf of the successor, are not liable for obtaining a new vehicle title or for transferring the vehicle title if they have no knowledge of a valid beneficiary designation form. Representative Van Winkle responded to several committee questions.
