Representatives Brown and Ryden, co-prime sponsors, came to the table to present House Bill 16-1364. The bill allows a person who has a vehicle registered with any type of military special license plate to exchange it for a standard license plate without paying additional taxes and fees for the current registration period. However, the person is required to pay material fees to transfer military plates for standard plates. The bill sponsors responded to a question from the committee.

Representatives Esgar and Winter came to the table to present House Bill 16-1376. Under current law, the Office of Consumer Counsel (OCC) in the Department of Regulatory Agencies (DORA) represents customers of electric and gas utilities in proceedings before the Public Utilities Commission (PUC). This bill expands the authority of the OCC to also represent customers of every common carrier, pipeline corporation, telephone corporation, and water corporation. The representatives responded to questions from the committee.
