Guyleen Castriotta, Councilwoman with the City and County of Broomfield, representing Counties and Commissioners Acting Together, talked briefly about the organization (Attachment A).

Ruth Aponte with Aponte & Busman Public Affairs, representing Counties and Commissioners Acting Together, talked about the organization's 2019 legislative agenda (Attachment A).  She touched briefly on several housing bills.  Counties and Commissioners Acting Together wants to work with the committee on transportation infrastructure issues.

Gini Pingenot, representing Colorado Counties, Inc., talked about the purpose of the organization (Attachment B).  Colorado Counties represents counties throughout the state of Colorado.  The organization will initiate ten bills this session. Gini responded to questions from the committee.

Kevin Bommer, representing the Colorado Municipal League, talked about the organization (Attachment C).  The organization represents municipalities.  The materials include legislative priorities.  The 2019 State of Cities and Towns Annual Survey will be completed later this year.

Michael Valdez, representing the Special District Association of Colorado, talked about the organization (Attachment D).  Michael included a welcome letter, newsletter, guide to special districts, and a board member manual in the materials.  The association is interested in issues related to the Gallagher Amendment and would like to be included in discussions on this matter.

Mr. Valdez responded to questions on how the association works on transportation funding.  Local entities provide transportation funding for local and regional transportation projects with local taxes.

Dianna Orf, representing Associated Governments of Northwest Colorado, talked about the organization.  Since 1970, the organization has represented city and county members in the northwest area of Colorado with regards to economic development, energy production, and wildlife management.  Transportation challenges are also important to the group.
