Minority Leader Neville, bill sponsor, presented House Bill 19-1156.  The bill modifies requirements for registering to vote at a voter service and polling center immediately prior to or on election day by adding the requirement that the registering person provide documentation that establishes both his or her identity and citizenship. The bill specifies acceptable documents for these purposes. Minority Leader Neville answered questions from the committee regarding the bill.

Representative Humphrey, bill sponsor, presented House Bill 19-1140.  The bill prohibits the State of Colorado from taking any action against a religious organization or an individual for acting on their religious beliefs or moral convictions regarding sexual orientation or gender identity for excluding a group or an individual from its services.  The organization or individual may file a claim against the state within two years of an alleged action violating the bill.

Representative Sirota and Representative Arndt, co-prime bill sponsors, presented Senate Bill 19-042.  The bill enters Colorado into an agreement to elect the president by national popular vote, which becomes binding on member states once states with the majority of electoral votes ratify the agreement.  Under the agreement, presidential electors in Colorado are bound to support the winner of the national popular vote.  Any state and the District of Columbia may enter into the agreement.  The bill specifies the terms for states to withdraw from the agreement, and the process that must be undertaken by election officials to determine the national popular vote total and certify the national popular vote winner.  This agreement terminates if the Electoral College is abolished.
