Representatives Hooton and Liston, co-prime sponsors, presented House Bill 19-1108. The bill expands the definition of eligible elector and allows individuals who do not reside in Colorado to vote in a special district election if they own property within the district. Representative Liston distributed a letter from a constituent in support of the bill (Attachment A). Representative Hooton provided the committee with the veto letter former Governor Hickenlooper wrote about a similar bill that passed in 2018 (Attachment B). They responded to questions from the committee.
