Representatives Hooton and Liston, co-prime sponsors, presented House Bill 19-1108.  The bill expands the definition of eligible elector and allows individuals who do not reside in Colorado to vote in a special district election if they own property within the district.  Representative Liston distributed a letter from a constituent in support of the bill  (Attachment A).  Representative Hooton provided the committee with the veto letter former Governor Hickenlooper wrote about a similar bill that passed in 2018 (Attachment B).  They responded to questions from the committee.

Representative Benavidez, prime sponsor, presented House Bill 19-1056. The bill replaces the state holiday of Columbus Day with Election Day. She indicated that another forthcoming bill will replace Columbus Day with Colorado Day on August 1. Representative Kennedy announced that testimony would be allowed for either bill.
