Representative Leonard, bill sponsor, presented House Bill 17-1099. The bill prohibits state funding for any institution of higher education that engages in the purchase or trafficking of aborted human body parts. Each institution of higher education must submit a verified report to the Joint Budget Committee by December 1 each year that states whether the institution has directly or indirectly purchased or trafficked aborted human body parts. If a report states that the institution did engage in the purchase or trafficking of aborted human body parts, the General Assembly may not appropriate any money to that institution for the following fiscal year. Representative Leonard provided a handout to the committee (Attachment A).
