Representative Lawrence, sponsor, presented House Bill 16-1346 to the committee. The bill allows a custodian of public records to deny requests for records or data that include confidential personal information or employee personal e-mail addresses. The bill clarifies the provisions of the Colorado Open Records Act (CORA) permitting a custodian of public records to deny access to civil or administrative investigation records, or records related to trade secrets and other privileged or confidential information, are also applicable to the state Judicial Branch.
