Representative Navarro, sponsor, presented House Bill 16-1147 to the committee. The bill requires the executive director of the Department of Personnel and Administration (DPA) to make a good faith effort to reduce the length of time that a state employee is required to wait before receiving services through a state employee assistance program. It also requires that any appropriation made in FY 2016-17 to the Colorado State Employee Assistance Program (C-SEAP) to be, at a minimum, matched in each fiscal year thereafter.
