Representatives Esgar and Valdez A., co-prime bill sponsors, presented House Bill 20-1328 to the committee.  The bill requires the Marijuana Enforcement Division in the Department of Revenue to promulgate rules on the process and procedure for filing and approving contingency plans for outdoor marijuana cultivation operations.  Representatives Esgar and Valdez A. responded to committee questions.
