Stephanie Villafuerte, Child Protection
Ombudsman, presented to the committee and distributed a handout (Attachment
A).  She described the history and functions of the Child Protection
Ombudsman of Colorado (CPO).  Ms. Villafuerte described the jurisdiction
and authority of the CPO and overlap with various state agencies involved
in child protection.

cases that the CPO receives and investigates.  She highlighted recent
CPO projects, including an investigation into county adoption assistance.
 She described the CPO's 2019 goals, including increased communication
and outreach.

about investigations regarding the Youth Services Division, policies developed
by the CPO, and similar Ombudsman in other states.

Representative Landgraf and Representative Esgar, bill sponsors, presented Senate Bill 19-079 to the committee.  The bill requires podiatrists, physicians, physician assistants, advanced practice nurses, and optometrists to electronically prescribe certain controlled substances, with some exceptions.  Two handouts were distributed to the committee (Attachments B and C).  The bill sponsors responded to committee questions.

Representative Kennedy and Representative Singer, bill sponsors, presented House Bill 19-1009 to the committee.  The bill expands a state housing voucher program to individuals with substance use disorders who are transitioning back into the community; requires state licensure of recovery residences; and creates a fund and an oversight board for any settlements or damage awards the state might receive from opioid-related litigation.  Amendment L.008 was distributed to the committee (Attachment E).
