Representative Beckman, bill sponsor, presented House Bill 19-1027 to the committee.  The bill requires an organization operating a needle exchange to submit an annual environmental impact mitigation plan to its local board of health, and the Department of Public Health and Environment (CDPHE) to compile these reports and present the information to the General Assembly annually.

section of statute that requires CDPHE to test substances, upon request,
that are held out as having value in the diagnosis, treatment, alleviation,

Representative Kraft-Tharp and Representative Landgraf, bill sponsors, presented House Bill 19-1041 to the committee.  The bill allows an adult to establish a behavioral health order for scope of treatment (behavioral health orders) that communicates his or her behavioral health history, decisions, and preferences in the event that he or she later lacks decisional capacity to provide informed consent to, withdrawal from, or refuse behavioral health treatment.  The bill aligns the new process for behavioral health orders with current advance medical orders for scope of treatment.
