Representative Landgraf and Representative Michaelson Jenet presented House Bill 17-1139 and distributed amendments L.003 and L.006 (Attachments A and B) to the committee. The bill subjects a provider of medical services to a civil monetary penalty if the provider improperly bills or seeks collection from a Medicaid recipient or their estate. It also allows the Department of Health Care Policy and Financing (HCPF) to require a corrective action plan from any provider where substantial non-compliance or quality issues are identified. Additionally, under this bill HCPF can temporarily suspend a provider's enrollment in Colorado's Medicaid program for a defined period of time. Witness testimony on this bill was heard on April 18, 2017 in the House Public Health Care and Human Services Committee.
