Representatives Hooton and Thurlow, prime sponsors, presented Senate Bill 18-098, concerning amending a statutory provision relating to interest on damages that was ruled unconstitutional by the Colorado Supreme Court.  Representative Hooton explained the effect of the bill and discussed its need.  Representative Thurlow provided input on the bill.
