Representative Beckman, prime sponsor, presented House Bill 17-1110, concerning juvenile court jurisdiction regarding matters related to parental responsibilities in a juvenile delinquency case. The committee heard testimony on the bill at its February 23 meeting. Committee members received a preamended version of the bill (Attachment A), showing the effect of passing amendment L.002 (Attachment B). Discussion ensued regarding the amendment. Mr. Mike Valentine, representing Arapahoe County, addressed questions about language in amendment L.002 concerning the timeliness of service of notice for certain proceedings affected by the bill. Discussion ensued regarding the potential for conceptually amending amendment L.002. Representative Beckman returned to explaining the effect of amendment L.002.
