Representative Esgar, bill sponsor, explained Senate Bill 18-020 to the committee.  The bill allows registered psychotherapists to practice auricular acudetox. 

Terri Hurst, representing the Colorado Criminal Justice Reform Coalition, testified in support of the bill. 

Dr. Libby Stuyt, representing herself, testified in support of the bill.

Dr. Stuyt and Ms. Hurst responded to committee questions.

Leo Boyle, representing the Acupuncture Association of Colorado, testified in a neutral capacity on the bill.

Representative Ginal concluded witness testimony.

Representative Esgar made closing remarks.

Ellen Graham, Department of Regulatory Agencies (DORA), explained the sunset review of the Stoke Advisory Board.  She explained that DORA's recommendation is to continue the Stoke Advisory Board.  The draft bill and DORA's report were distributed to the committee [Attachments A and B].  Ms. Graham responded to committee questions.

Representatives Lontine and Beckman volunteered to become co-prime sponsors of the introduced bill.

Representatives Kennedy, Ginal, Jackson, and Buckner volunteered to become co-sponsors of the introduced bill. 

Erin Pulling, Rachael Rabb, and Leslie Scotland-Stewart, Project Angel Heart, began their presentation concerning medically tailored meals for patients and distributed a handout [Attachment C].  Ms. Pulling discussed the qualitative impact of the program including quality of life for the patients, affordable healthcare, improved health, and increased independence. 

Ms. Pulling responded to committee questions including the delivery system of meals, eligibility for the program, recommendations, similar programs, and impact on Medicaid.
