Representative Arndt and Representative Hooton presented Senate Bill 19-061 to the committee.  The bill authorizes the Department of Public Safety to promulgate rules that incorporate current federal standards for certification and recertification of self-contained breathing apparatus (SCBA) pressure vessels.

to the committee.  The bill creates the Canadian Prescription Drug
Importation Program in the Department of Health Care Policy and Financing
(HCPF).  Witness testimony on the bill was taken during the April
17, 2019, Health and Insuance Committee meeting.  Amendment L.022
was distributed to the committee (Attachment A).

which a physician could prescribe an opiate for pain to the list of disabling
medical conditions for which medical marijuana may be used.  Witness

Senate Bill 19-219 to the committee.  Under current law, the Colorado
Licensing of Controlled Substances Act in the Department of Human Services
(DHS) is scheduled to repeal on September 1, 2019.  This bill extends
the repeal date to September 1, 2026, and implements several recommendations
from the sunset report.  The bill sponsor responded to committee questions.

SB19-175 - Amended, referred to House Finance

Representative Roberts, bill sponsor, presented Senate Bill 19-175 to the committee.  The bill creates the new class 1 traffic misdemeanor of causing serious bodily injury to a vulnerable person while carelessly driving.  The offense requires that the driver's actions are the proximate cause of injury.  A violation results in 12 points issued to the driver's license which results in a license being suspended.  In addition, the driver may be subject to a restitution order, required to attend a driver improvement course, or be ordered to perform useful public service for no more than 320 hours.  The bill sponsor responded to committee questions.

HB19-1320 - Amended, referred to House Appropriations

Lontine, bill sponsors, presented House Bill 19-1320 to the committee.
 The bill establishes Hospital Community Accountability Boards in
each of the seven regions of Colorado, as defined by the Department of
Health Care Policy and Financing's (HCPF's) regional accountable entity
model.  Each nonprofit hospital must report to HCPF and its regional
accountability board concerning its community health needs assessment,
community benefit implementation plan, and community benefit activities
in the preceding year.  The bill sponsors responded to committee questions.
