Representatives Sirota and Jaquez Lewis,
bill sponsors, presented House Bill 19-1176 to the committee.  The
bill creates the Health Care Cost Analysis Task Force in the Department
of Health Care Policy and Financing (HCPF) to analyze and compare methods
of financing health care in Colorado.  The task force must select
a contract analyst to provide a detailed analysis of three health care
financing systems and deliver a final report to the General Assembly.  
Witness testimony on the bill was heard during the March 20, 2019, Health
and Insurance Committee meeting.

Representative Buckner and Representative Landgraf, bill sponsors, presented House Bill 19-1253 to the committee.  The bill prohibits state-regulated carriers of life insurance, disability income insurance, and long-term care insurance from discriminating against living organ donors in insurance policies.  The bill directs the Department of Human Services to develop educational materials concerning the benefits of live organ donation and its effect on access to insurance.  A packet of handouts was distributed to the committee (Attachment C).

bill sponsors, presented House Bill 19-1211 to the committee.  The
bill establishes guidelines for health insurance carriers concerning the
practice of prior authorization for medical procedures and drug benefits.
The requirements do not apply to a nonprofit health maintenance organization
with respect to managed care plans that provide a majority of covered professional
services through a single contracted medical group.  The Commissioner
of Insurance may adopt rules to implement the bill.
