Representatives from the Center for Improving Value in Health Care (CIVHC) began the presentation regarding improving health care transparency.  They described the history of CIVHC and its role in the health care system.  They discussed the Colorado All Payer Claims Database (APCD).  The APCD receives information from Health First Colorado, Medicare and Medicare Advantage, and 37 commercial payers.

The representatives continued the presentation by discussing health care cost data, noting that between 2012 and 2015, health care expenses rose an average of 6 percent across all payers.  They described the consumer shopping tool offered by CIVHC that allows patients to look for the cost of services across health care facilities.  They further discussed the components of health care cost increases.

Representative Jaquez Lewis introduced House Bill 19-1131.  The bill requires drug wholesalers and manufacturers to provide wholesale acquisistion costs of a prescription drug and related education materials about comparable drugs to entities and individuals with whom drug-related information is shared.  She distributed amendments L.005 and L.006 to the committee (Attachments A and B).  She responded to questions from the committee.
