Representatives Lontine and Soper returned to the committee to address House Bill 22-1233.  The bill was originally heard before the committee on Monday, April 11.  Amendments L.010 (Attachment A), L.011 (Attachment B), and L.012 (Attachment C) were distributed.  Representative Lontine explained L.010.

Representative Daugherty explained L.012, which is a substitute for L.010.

Representative Gray, prime sponsor, presented House Bill 22-1119. The bill establishes penalties, procedures, and limitations regarding any individual who defrauds the state, a county, or a municipality.

Mrs. Victoria Edwards, representing the Colorado Chamber of Commerce, testified in a neutral position on the bill.

Jan Zavislan, representing the Department of Law, testified in support of the bill.

Representatives Kipp and Larson, co-sponsors, presented House Bill 22-1310. The bill defines expenditures from a 529 account for certain apprenticeship programs as eligible distributions, and therefore not subject to tax recapture under state law. They provided a fact sheet about the bill (Attachment F) and responded to questions from the committee.

Ms. Angela Baier, representing CollegeInvest, testified in support of the bill.

Mr. Joseph Carlson, representing himself, testified in support of the bill.

Jeff Stupak, representing Legislative Council Staff, came to the table to respond to questions about the fiscal note.

Representatives Kipp and Larson, co-sponsors, presented House Bill 22-1320. The bill modifies the administration and operation of accounts under the Achieving a Better Life Experience savings program. They distributed a fact sheet (Attachment G) and amendment L.003 (Attachment H).
