Representatives Becker and McCluskie presented House Bill 19-1257 to the committee along with two handouts (Attachments A and B).  Beginning in the current FY 2018-19, this bill permits the state to retain all revenue collected in excess of the state TABOR limit and to spend this revenue for public schools, higher education, and transportation projects.  Representative Tipper announced that the committee would take concurrent testimony on House Bills 19-1257 and 19-1258.

Representative Weissman presented House Bill 19-1245 to the committee, along with two handouts (Attachments I and J).  The bill increases the state vendor fee from 3.33 percent to 4.0 percent and caps monthly vendor fee allowance at $1,000 per account.  The additional funds generated from this cap are allocated for the development of affordable housing.
