The committee was called to order. A quorum was present. Representative Winter, prime sponsor, presented House Bill 17-1307, which creates the Division of Family and Medial Leave Insurance as an enterprise in the Colorado Department of Labor and Employment conditional on the outcome of the findings of a working group on program costs and revenue bond issuance. Representative Winter distributed a letter about the financing plan for the bill (Attachment A). Representative Winter responded to committee questions. The committee received a fact sheet, a list of supporters, and a FAQ on the bill (Attachment B).
