The committee was called to order. A quorum was present. Representatives Buckner and Becker J., co-prime sponsors, presented House Bill 17-1027, which removes the July 1, 2018, repeal date for the Emily Maureen Keyes Organ and Tissue Donation Awareness Fund, continuing it indefinitely. Representative Buckner read excerpts from a letter from John-Michael Keyes (Attachment A). Representatives Buckner and Becker J. shared personal stories about the benefits of organ donation.

Ms. Dunn returned to the table to discuss how the Donor Alliance promotes organ and tissue donations from living donors. She also addressed questions about how the Donor Alliance works with the American Transplant Foundation and how the Keyes Organ and Tissue Donation Awareness Fund is currently audited. Discussion continued on how the fund is audited and on reporting on expenditures from the fund. Discussion returned to how Donor Alliance promotes living donations.

Representative Pabon, prime sponsor, presented House Bill 17-1034, which conforms the Medical Marijuana Code to the Retail Marijuana Code by creating a license for medical marijuana business operators and allowing marijuana licensees to relocate anywhere in Colorado if state and local permission to do so is granted. Representative Pabon answered committee questions. He also distributed and explained amendment L.001 (Attachment F).
