Representatives Garnett and Nordberg, co-prime sponsors, introduced Senate Bill 15-155. Beginning July 1, 2016, the bill creates a state sales and use tax exemption for a historic aircraft that is on loan to a museum for public display, whether for demonstration, educational, or museum promotional purposes. In order to qualify for the exemption, the historic aircraft may not be used for any other purpose while it is in the state. The museum to which a historic aircraft is on loan must be open to the public at least 20 hours a week. Historic aircraft includes any original, restored, or replica of a heavier-than-air aircraft that is at least 35 years old. Representative Nordberg answered several committee questions.

Representative Coram, sponsor, introduced Senate Bill 16-117. The bill, as amended by the Senate Finance Committee, limits the authority of state agencies to impose fines. Specifically, the bill prohibits any state agency from imposing a fine of $1,000 or more or in total for related violations unless the agency mails written notice of the violation of the law or rule, and the offender fails to correct the violation on or before the 30th calendar day after mailing of the written notice. Representatives Rankin and Young, co-prime sponsors, introduced Senate Bill 16-035. The bill, as amended by the Senate State, Veterans, and Military Affairs Committee, creates the Public School Fund Investment Board (board) to oversee investment of the Public School Fund and broadens the allowable investment options for the fund. The board is charged with establishing policies concerning allowable investments of the fund and the distribution of income and interest earnings. The bill allows the board to hire a private fund manager to advise it about fund investments.

Representative Landgraf, sponsor, introduced Senate Bill 16-001. Under current law, qualifying taxpayers ages 55 to 64 may deduct up to $20,000 in retirement benefits from their taxable income each year and qualifying taxpayers ages 65 and older may deduct up to $24,000 each year. As amended by the Senate Appropriations Committee, the bill eliminates these limitations for military retirement income, allowing taxpayers ages 55 and older to deduct the entire amount of their military retirement income from state taxable income beginning in tax year 2017. Other, non-military income is still subject to the existing deduction limits.

Representative Coram, sponsor, introduced Senate Bill 16-097. Beginning January 1, 2016, this bill, as amended by the Senate Agriculture Committee, places restrictions on transferring money from various mineral related cash funds to the General Fund. The bill prohibits the Governor from restricting the use of money in any of these funds to save money for a future transfer to the General Fund. The bill also limits the Governor's and the Joint Budget Committee's ability to use money in these funds for purposes not authorized in current law or that does not benefit the political subdivisions impacted by the severance of minerals.

The bill authorizes a school district board of education to lease school district property to a state institution of higher education and to accept in-kind services (such as tuition reduction or scholarships for their students) from the institution as all or part of the lease payments. The bill clarifies that a school district may issue bonds to construct a building for lease to a state institution of higher education.
