Representatives Becker, K. and Brown, co-prime sponsors, introduced House Bill 16-1459. Under current law, higher education institutions may submit lists of capital construction projects anticipated to be commenced within the next two years using institutional cash funds, and costing more than $2 million, to the Capital Development Committee (CDC) for review and approval. Any project listed and reviewed by the CDC as part of an institution's two-year projection of cash need may commence without further legislative review, with certain exceptions related to borrowing. The bill, recommended by the CDC, increases the threshold for projects reviewed through two-year cash lists from $2 million to $10 million for everything but acquisitions, new construction, and projects financed using the state's credit rating.

Representative Van Winkle, sponsor, introduced Senate Bill 16-130. The 2015 Colorado individual income tax form includes lines requiring taxpayers to compute and remit use tax due on purchases made during the 2015 tax year. The reengrossed bill prohibits the Department of Revenue (DOR) from auditing a taxpayer for any amount reported on one of the use tax lines, and prohibits the inclusion of these lines on individual income tax forms for future tax years. Representative Van Winkle distributed a handout to the committee (Attachment A). In addition, he answered several committee questions.

Under current law, the annual license fee for a distillery or rectifier (spirits) manufacturer's license and for wholesaler's liquor (wine and spirits) license is $1,050. The bill reduces the fee for a spirits manufacturer's license to $300 and a wholesaler's liquor license to $550. Representative Pabon distributed amendment L.002 (Attachment B) with a fiscal note memorandum (Attachment C). Representative Pabon answered several committee questions.
