The bill allows any person who holds a Colorado driver's license that is current or less than one year out-of-date to apply by mail or electronically for an identification card. Upon issuance of the identification card, the driver's license is cancelled.

The bill, as amended by the House Business Affairs and Labor Committee, creates a state medical and retail marijuana transporter (marijuana transporter) license to be issued by the Marijuana Enforcement Division (MED) in the Department of Revenue (DOR), and allows for the issuance of a local medical marijuana transporter license. Representative Melton answered several committee questions.

Representative Pabon, sponsor, introduced House Bill 16-1285. The bill creates a procedure at the Division of Motor Vehicles (DMV) in the Department of Revenue (DOR) where an undocumented resident who has qualified for a driver's license but has failed the driving test may use a private vendor to readminister the driving test within 60 days. The applicant must present evidence of passing the test to the DMV. Representative Pabon answered several questions from the committee.
