Representative Titone, prime sponsor, presented House Bill 19-1050, which prevents a homeowners association (HOA) from prohibiting the use of drought-tolerant landscaping in common areas of a covenant controlled community. This bill also requires that special districts permit drought-tolerant lanscaping on certain types of land within a special district's control.
