Colleen O'Neil, Associate Commissioner of Educator Talent, Colorado Department of Education (CDE), introduced herself to the committee and provided an overview of her presentation. She distributed a reference guide for Colorado teacher quality standards (Attachment B) and a report from CDE regarding the revised state model evaluation system created under Senate Bill 10-191, which can be accessed here: https://www.9news.com/video/news/local/raw-wednesday-press-conference-on-shooting-at-stem-school-in-highlands-ranch-colorado/73-c7c3e957-583f-4cc7-9bd5-899cf050c7ae. She discussed Senate Bill 10-191, which created an educator evaluation system that continually improves the quality of education and student outcomes. Under the law, all licensed teachers must be evaluated each year. Dr. O'Neil discussed the definition of an effective teacher under the law and the framework for the system to evaluate teachers.

Dr. O'Neil discussed the state board's role versus the district's role in choosing a model and answered questions about how the measurement of student learning is determined. She discussed effectiveness ratings of teachers and how the overall performance of a school can impact a teacher's rating. Dr. O'Neil discussed the revisions to the state model evaluation system developed under Senate Bill 10-191 and talked about the Colorado Performance Management System, also known as RANDA, and she discussed the revisions that have been made to the state model system. Dr. O'Neil answered questions from committee members.
