Senator Todd called the meeting to order
and invited the group of presenters to the table. Former Representative
Miller Hamner, Dr. Katy Anthes, Commissioner of Education, Representative
Bob Rankin, and David Padrino, former Chief of Staff to Lt. Governor Donna
Lynne, introduced themselves to the committee. Representative Hamner
provided background information about the Education Leadership Council
(ELC) and its final report (Attachment A). Representative Rankin
spoke about how and why the ELC was formed. He talked about the systemic
problems that currently exist in education in Colorado, and about the need
to change the way we think about next steps and the future of education
and education funding. He discussed the importance of fostering innovation
and creativity to achieve success.

The committee members watched a brief video on the future of education in Colorado. Mr. Padrino spoke about the ELC stakeholder process, and explained its charge to build a vision and strategic plan for the education system starting in early childhood all the way to the workforce. He told the committee that the ELC gathered opinions and perspectives from stakeholders as well as research from policy experts.

Mr. Padrino explained the ELC's organizing structure and framework that was based on five key questions, as well as the vision themes discussed during the stakeholder process. He discussed the results from a statewide survey developed by the ELC. The presenters answered questions from the committee.

The presenters answered questions on how the General Assembly can align the state strategy outlined in the ELC final report with budget priorities and future legislation.

Dr. Anthes explained that the framework for Colorado's education system developed by the ELC is comprised of drivers of change, a positive learning environment, and student competencies. She continued to discuss drivers of change and several principles outlined in the ELC report. She discussed the ELC's implementation planning and next steps.
