Representative Pettersen, chair, called
the meeting to order. Roll call was taken. She asked the members from the
Joint Budget Committee to begin their presentation. Several handouts were
distributed to the committee [Attachments A and B].  Representative
Hamner discussed the FY 2018-19 budget requests from the Office of the
Governor, and reviewed the JBC's potential and adopted legislation document
which can be found as Attachment B.

Representative Hamner told the committee
that the Governor requested a General Fund increase in the operating budget
for public colleges and universities, as well as a three percent cap on
tuition increases.  The committee discussed the portion of the Governor's
request pertaining to a mill levy equalization for the Charter School Institute,
as well as the three percent tuition cap which would replace the previous
tuition cap of six percent.

The committee discussed funding for full-day
kindergarten, as well as changes to local share funding provisions.

Committee members took turns discussing
what specific programs they would like to see funded in the Long Bill.
 They talked about goals of Colorado Competes, the higher education
funding model established by HB 14-1319, and the ability of the legislature
to change the weights in the funding model.  The committee talked
about budgetary allocations for programs to incentivize students to attend
college, such as dual enrollment.  Representative Hamner talked about
programs done in partnership with K-12 and higher education institutions.
 The JBC members answered questions about school districts' unfunded
liability in the Public Employees' Retirement Association.

The committee discussed cost of living
differences between small mountain colleges and large urban institutions.
 They talked about funding for career and technical education programs
and the budget stabilization factor.

JBC members explained their figure-setting process, and how committee members can provide feedback during this process. The JBC members gave closing comments.

Anna Gerstle, Legislative Council Staff, came to the table and introduced herself and the other fiscal notes staff in the room. She reviewed the updated fiscal note document [Attachment C] and asked that members provide feedback about the new format.  Damion Pechota, Legislative Council Staff, came to the table to tell the members about several new projects the research and committee staff will be working on this session, including interested persons memorandums and briefs.
