James Broughel, Mercatus Center of George Mason University, provided testimony related a report recently published on Colorado's benefit-cost analysis requirements for regulations. A copy of the handouts provided by Dr. Broughel can be found in [Attachment B].

Representative Liston and Representative Melton introduced House Bill 18-1105. The bill clarifies that any business owner selling a powersports vehicle is exempt from licensing requirements if they meet certain criteria. Additionally, the bill diverts half of the fines collected from violations for illegally selling powersports vehicles to the Auto Dealers License Fund.
