Representative Gray introduced House Bill 18-1096.  The bill removes the provision that allows municipalities owning arts facilities to apply for a special event permit, instead allowing any municipality, county, or special district to do so.  In addition, it adds educational organizations to the list of organizations that can apply for a special event permit.
