Vivienne Belmont, Department of Regulatory Agencies (DORA) Office of Policy, Research, and Regulatory Reform, provided a general overview of the sunset review process.

Ms. Belmont reviewed the 2017 sunset review of the Community Association Management Practice Act and the department's recommendations.  A full copy of the sunset review report can be found here: https://drive.google.com/file/d/0B1eD7wvZltwxQWIxU1ZiRk5RcW8/view.  A copy of the corresponding draft bill, LLS No. 18-0387.01, can be found in [Attachment A].

Ms. Belmont responded to questions from the committee.

Brandon Helm, Community Associations Institute (CAI), provided testimony related to the recommendations outlined in the sunset review report.  Mr. Helm provided a handout to the committee [Attachment B].

Denise Haas, 5150 Community Management and CAI, provided a general overview of community association manager licensing.

Todd Larson, Service Plus Community Management and CAI, provided testimony related to the recommendations outlined in the sunset review report.  Specifically, Mr. Larson discussed CAI's concerns related to recommendation number two.

David Firmin, HindmanSanchez and CAI, provided testimony related to the recommendations outlined in the sunset review report.  Specifically, Mr. Firmin discussed CAI's concerns related to recommendation number six.

Mr. Larson and Mr. Firmin responded to questions from the committee.

John Field, MSI, provided testimony related to the recommendations outlined in the sunset review report.

Garon Duncan, MSI, provided testimony related to the recommendations outlined in the sunset review report.

Brian Terhark, Westwind Management Group, provided testimony related to the recommendations outlined in the sunset review report.

James Phifer, ACCU Inc., provided testimony related to the recommendations outlined in the sunset review report.

Stan Hrincevich, Colorado HOA Forum, provided testimony related to the recommendations outlined in the sunset review report.  He provided a handout to the committee [Attachment C].

Linda Chambers, Colorado HOA Forum, provided testimony related to the recommendations outlined in the sunset review report.

Andrea Antico, Colorado HOA Forum, provided testimony related to the recommendations outline in the sunset review report.

Marcia Waters, DORA Division of Real Estate, and Ms. Belmont responded to questions from the committee.

Duane Gall, Office of Legislative Legal Services, provided a general overview of the drafting process for sunset review bills.

Representative Kraft-Tharp and Representative Thurlow were designated as co-prime bill sponsors.

Jayne Bail, Colorado Association of Mortgage Professionals, provided testimony related to the recommendations outlined in the sunset review report.  Ms. Bail provided a handout to the committee [Attachment E].

Representative Arndt and Representative Gray were designated as co-prime bill sponsors.

Representative Gray introduced House Bill 18-1096.  The bill removes the provision that allows municipalities owning arts facilities to apply for a special event permit, instead allowing any municipality, county, or special district to do so.  In addition, it adds educational organizations to the list of organizations that can apply for a special event permit.

Kevin Bommer, Colorado Municipal League, testified in support of the bill.

Nick Hoover, Colorado Restaurant Association, testified in support of the bill.

Mr. Bommer indicated the support of Colorado Counties, Inc. for the bill.
